The problem

Your technical report is signed by a Competent Person and answers for the resource. It does not answer for the title, the easement, the water, or whether the mine plan is environmentally admissible as written.

That is correct: a Competent Person signs for the resource and nothing else. The problem is that in most junior companies, everything else is not in anyone's scope either.

That analysis does not require being a Competent Person. It requires being a lawyer and knowing how the agencies behave.
