Building what the labour market does not yet offer

When a project moves faster than the talent available to it, hiring stops being the answer. Four firms cover the full chain: diagnosis, training, certification and executive search.

The starting point

The gap is not capability, it is speed

We published the diagnosis before turning it into a service: there is a gap between the speed at which projects advance and the speed at which the specialised talent those projects need is developed.

It shows up as three blind spots in the local labour market. There are too few profiles with verifiable experience in large-scale operations. The academic system produces trained professionals with no hours on an active site. And curricula advance on a different track from what camps actually need.

Human capital then stops being a reactive policy or a social responsibility line item, and becomes infrastructure: as decisive for the schedule as a power line or a road.

Strategy and plan

Training

Universidad Santo Tomás. Academic design and delivery, over a technical, professional and continuing education network with national coverage.

Competency certification

Estribor. Assessment and certification under its own governance, functionally independent from training.

Each party owns its layer and invoices separately. No member of the alliance commits prices or terms on behalf of another.

1 · Executive diagnosis

Own and contractor workforce, demand projected against the schedule, critical roles and gaps. Delivers a baseline and a criticality map.

2 · Multi-year plan

Training routes by role family, priorities, investment and sequence, with a governance model and indicators.

3 · Implementation

Training, reskilling and specialisation; train-the-trainer; assessment and certification; executive search for the key roles.

4 · Monitoring

Measurement against the baseline, adjustment of routes and priorities, and executive reporting to the board.

The plan is reported to the board against a baseline, not against an intention.

  • Training route coverage — share of critical roles with an active route.
  • Local participation — share of the workforce from the committed territory.
  • Certified local instructors — number of resident qualified trainers.
  • Training hours on an active site — accumulated operational transfer.
  • Time to competence — months from entry to certified autonomous operation.
  • Dependence on imported talent — share of critical roles filled by non-resident staff.

The limits of this work
